To facilitate the precise matching of high-quality industrial resources with local development demands, the event "Overseas Talents Unite for Hebei, Build a Strong Province Together – Expert Support for Enterprises · Tour of Yanzhao", organized by the Western Returned Scholars Association of Hebei Province, was successfully held in Qinhuangdao on June 11, yielding 9 intended cooperation agreements on site.

At this event, the Western Returned Scholars Association of Hebei Province once again served as a vital bridge and link. It organized key staff from central state-owned enterprises and scientific and innovation experts to conduct in-depth field visits to industrial frontlines in Qinhuangdao, holding multi-level in-depth negotiations with local government authorities to connect enterprises’ technological strengths with the development needs of local industries. As a key innovative enterprise representative in the biomedicine sector, Minkai Biomedical participated in the entire government-enterprise event and secured two landmark intended cooperation agreements in biomedicine with Qinhuangdao City, injecting strong momentum into the expansion and upgrading of the port city’s life and health industry.

In the morning, Li Jun, Vice President of the Western Returned Scholars Association of Hebei Province, led a delegation to conduct field research in Beidaihe New Area. The research tour was accompanied by Wang Zhansheng, Vice Chairman of Qinhuangdao Municipal Committee of the Chinese People's Political Consultative Conference, Deputy Party Secretary and Director of the Management Committee of Beidaihe New Area; Shan Huiying, Executive Deputy Director of the United Front Work Department of the Municipal Party Committee; Sun Juan, Director of the Municipal Investment Promotion Center; Xing Yahui, Member of the Working Committee and Deputy Director of the Management Committee of Beidaihe New Area; and Zhao Long, Deputy Director of the Investment Promotion Bureau of Beidaihe New Area.

The Management Committee of the New Area elaborated on the regional industrial development features and gave a focused interpretation of the exclusive "7+6" support policies rolled out by the area. Afterwards, the delegation visited and inspected the National Demonstration Zone for Innovation in Life and Health Industry, JD Health · Langjianwei Cell Therapy Hospital and other sites in succession.

In the afternoon, a government-enterprise exchange and negotiation meeting was officially convened, presided over by Ren Haibin, Deputy Secretary-General and Deputy Director of the General Office of Qinhuangdao Municipal People’s Government. Xie Haimei, Second-level Research Fellow of the United Front Work Department of the Municipal Party Committee; Gu Shaojie, Deputy Director of the High-tech Zone Management Committee; relevant section principals of the Municipal Health Commission; and responsible leaders of The First Hospital of Qinhuangdao and Peking University Third Hospital Qinhuangdao Branch attended the meeting in full.

During the talks, Minkai Biomedical finalized two biomedicine cooperation intentions with Qinhuangdao City:

1.Cooperate with Grade A tertiary hospitals in the city including The First Hospital of Qinhuangdao to independently carry out clinical trials of polypeptide vaccines targeting high-incidence cancers. The project will steadily advance docking work in strict compliance with the latest pharmaceutical industry regulations.

2.Establish a full-process biomedicine production base in Beidaihe New Area, covering the complete industrial chain ranging from pharmaceutical raw material preparation to standardized production of finished pharmaceutical preparations. This production platform has been incorporated into the overall construction plan for Phase II of the Biomedical Industrial Park by the New Area Management Committee, with complete and clear supporting guarantees in place.

Taking this targeted government-enterprise docking opportunity, Minkai Biomedical will give full play to its proprietary technological and R&D advantages to root its physical biomedicine industry in Qinhuangdao. Going forward, the group will continuously deepen coordinated collaboration with local governments and medical institutions, accelerate all key milestones including the launch of clinical trials and the planning & construction of the production base, and translate intended cooperation agreements into tangible industrial outcomes. It will help expand and upgrade Qinhuangdao’s biomedicine industrial cluster and achieve two-way empowerment and win-win development for both the enterprise and the local government.
